A google image search turned up that it is Rick Springfield.
Thank you both so much, that makes sense because in 1981 my mom and older sister went to his concert. And I found his program 2 weeks ago.. @Brunswick @antiqueandvintagebroker
That is awseome, brendasalazar. Springfield was a pretty fun early MTV star. I grew up hearing his stuff on the radio and TV.
