Could it be a candle holder or an oil lamp on the round plate base on the frame? To make it look like a hot air balloon.

I didn't notice Toyrebel post above. I would expect to see the crows nest and crow in the basket as part of the travelers run of advertising they did at one point. They did a run of travelers ads with everything from boats to trains, cars etc.
