Looking at picture #4 (the base) I would think he is around very late 1940's to not later than 1951 vintage. I would guess it is a Barclay toy soldier. Barclay closed at the beginning of WWII because of materials being used for the war effort and began production again after the war and were known for their hollow toy soldiers. They were sold in five and ten cent stores for a nickel. They changed the base and the helmet in 1950 or 51 era. My best guess is Barclay on this one. The company still exists but rights to it and the toys are now sold under the Manoil name. I am not sure if they have archives but you could try contacting them for more info. Good luck.
