Cased cobalt tango - With Wilms enamel decor

This is a beautiful vase that looks like porcelain rather than glass. It is constructed with a white interior base color and cased with cobalt glass. I think the outer casing is transparent allowing for more depth into the opaque white color. The decor I believe is by Franz Wilms a refiner of fine art glass from that region. I have seen the exact vase without the enameling.
