Estate sale find.. is it moser?

I bought this at an estate sale sometime back the owners had passed away and the woman running the estate sale didn’t know anything about any of the items this was on their mantle in their master bedroom in a huge house..green tint, thick gilded paint, shows a castle, crown and a coat of arms bird. Gold & blue with clear hint of green glass, thick.. anyone know anything about it? Thanks all xo
