    This item is made of metal, with one side sliding between two steel bands on the other side. I am not sure which way it would be used. Maybe for an expander of some sort.? Maybe the size of a hat band. In Image 2004, squeezing the handles would expand the circle. The opening 'metal to metal' is 12 inches. The way it is designed, I would say it is for spreading (first photo) more than compressing (second photo.)

      Due to the position of the handle, I am able to expand the hat. Rather, it is suitable for tying a reed from straw that is temporarily tightened until it is tied. Of course, it would be nice to know its size.

      At least 1 handle is for a file.

      Handle may have been replaced? The more I look at it, it is designed to expand the circle.

      The way it is designed, I would say the first photo is how it is used, in the expansion mode. Size would be in the 8 to 10 inch outside diameter.

      If those dimensions are correct then it could remove the lid from an antique milk can.
