These chairs were found in the back of a basement of a house I purchased a few years ago. They are made of iron with the original seat made of a vinyl material. However, they were in rough shape when I found them (starting to rust in areas) so I had them sprayed black (their original color) and then covered the vinyl seats with a damask fabric. There are fabric labels stapled at the bottom that states the seat material is made of a new cellulose fiber pad. Liscense # NY29004.
My grandmother had a kitchenette set with these chairs in white. (Don't know if she painted them or got them white. The seats were a textured goldtone vinyl. This was in the 60s. Hope it helps narrow down the search
By the way, I hated getting my hair caught it the curly-cues... :P
