cut glass toothpick holder help?

Sorry for the terrible pics. This, I believe is a cut glass toothpick holder. I'm semi-new to old cut glass but this has a classic pattern. Ribbed....with notches along each rib. The notches along the center are larger creating a "band" of sorts. Heavy, sharp, no seams and really clear. Does not seem to react much to UV though, so it has me puzzled. Prisms light quite well. Will be posting more cut glass soon. Please help! Thank in advance CW.
