This library building, instituted in 1899, began life in 1849 as The First Presbyterian Church located on S. Franklin Street, wilkes-Barré, PA.
Perhaps the tilework has some Scottish and/or Presbyterian symbolism involved.
The stairwell was added to add more shelves allowed by a second floor.
