Is she holding a golf club ?
I think she's a clam-digger. Probably Dutch.
At least you can read D. F... and the frame looks late 19th century. I'd look at the signature lists on the Internet. Yes, could be Dutch.

Who is Pieter Scheen? Just wondering, thank you.
Pieter is a common Nordic name and I see a Pieter A. Scheen as an art dealer from the Hague. How did that name come up ?

It is also very yellowed and dirty. Maybe I will have it professionally cleaned some day.

i ran the colours i ran the basket , because the basket could be French, ran the signature, i think it aint Dutch ,the dutch school are brighter colours, and i might recognize this
the hand is a bit off but who cares , Rembrandt en Frans Hals could, not paint hands and we gives a F... hahaha
we got a very skilled Belgium expert on the site ( forget his name ) maybe he knows, he can judge the date by means of the compounds of the color
