The construction on this chair appears to be all done with hand tools and has two large flat head screws holding each of the arms in place but I don't know if it is a repair or original construction. The Philadelphia chairs had rounded glue blocks as this one does.
The wood seems to be cut like an older piece of furniture. The finish does not look like an actual old antique or was is just refinished?
The seat is absolutely recovered more recently as were all of these guys older pieces of furniture. The top of the fan cut out back has two thin cracks running vertically to the crown of the chair. One back leg has an old support repair that tells me it was refinished at that time because the dowels are the same color of wood and matched nicely. The other leg does not have dowels holding it. Thanks for looking.
I just read where "Knifeguy" wrote a comment about these chairs and he learned where "Period" chairs would not have screws or nails in them with the exception of in the glue blocks. I am guessing that makes my chair (not a period chair) unless the screws were added later to better secure the arms.
