Wall decorations at a Gainesville, Fl Cracker Barrel. Seems to be a tool of some kind. We are going nuts trying to figure it out. Please help

It is an antique hand tobacco cutter. They are still in use here over in Tampa where the Cubans still hand roll cigars.
