If we can't figure it out we're not alone. Here's a Garage Journal thread about what looks to be the same vise and they've come to a general consensus that it's a generic copy of a popular Cole brand vise. Without a mfgrs name on it we'll probably never know who made it...they may have omitted their name to avoid patent litigation.

It's a nice little vise and I would clean it up and use it.
Not pretending to be anybody's expert, but I find it curious that its jaws seem to be relatively heavy duty castings -- though its apparent bench mounting flange (and in fact its handle, etc.) appear of surprisingly lightweight construction in comparison. Could it have been something with a sorta specialty usage that required a firm grip to whatever it clamped onto, but *not* necessarily a whole lotta actual "pounding" (for lack of better term) force to whatever that thing was?? Jewelers, shoemakers, clockmakers, locksmiths, or something else along those lines where 'gentle hammers' are more the norm...???
Having a quick glimpse just now at Dev_Komatsu's link, perhaps my musings just posted are more of a red herring than anything...I couldn't really tell from the original pics here how large/small it really is, and now that I've done that I'm suddenly guessing it really is *bigger* than I thought it might be...
