I'm inclined to think more 1960's the longer it sits next to my Qianlong & Republic examples.
As you say, the enamels are flat and lifeless, they don't have the gloss, depth or variation in thickness of application like earlier examples.
The biggest giveaway was the addition of Grapes as a motif among the usual suspects like Peony, Chrysanthemum, Morning Glory, Bamboo, Camelia etc etc but never once have I read or seen there being a historic amuletic or fortune related purpose for grapes!!! (please correct me if wrong)
Still, it's big and decorative, it will be just the piece for a more "Decor Oriented" home...which is ultimately why I bought it to begin with.
Perhaps the "grapes" be wisteria. The photo is slightly out of focus which might be hiding some of the glaze quality. But yes, you know immediately when looking at quality millifleurs noir.
