Does anyone know what this tool is?? I found it in a drawer of my mom's old treadle sewing machine. I don't think it is for sewing. Help me figure out what it is, thank you!

I'm not positive but I think this was for when treadle sewing machine belts were made of leather rather than rubber. This tool should pivot, the leather belts were just a long piece of leather with a hole on each end. The new belt came with a leather staple you had to install as you laced the belt around the pulleys. The staple looked like the letter "C" you hooked the staple to one end of the belt and used this type tool to stretch the belt tight and attach the staple to the other end of the belt to form a circle around the pulleys. I know this has a name but damned if I can remember it. I think this is what you have but not positive.

I think its a can opener. Possibly 1930's or 40's.

If I'm correctly seeing how its 'blade' is sharpened (on its less curvy edge, that is) it looks like it could be some kind of "nibbler" cutting tool. For what sort of material (or task) I don't have any idea, however...??
