I love to go junking. When I tun across something odd or that interest me I generally buy it. Out of all my junk in adventures I have never seen one of these. It is 4” tall . The head is 1” wide and 1 1/4” deep. It is some kind of hard solid plastic .... I think. At least it isn’t wood or metal. These is a small post on top of the head that either a hat or hair mount into. It kind of reminds me of a miniature wig form. What is it? ALL guesses, thoughts, or comments are welcome.

Maybe a stand for styling a doll’s wig or a stand used during designing dolls’ hats.
Or maybe I’d your expensive doll had a change of clothes, this would have held her extra hat.

Aside from the funny little 'post' on its head (?? unless it once did have a hat?) could it maybe be some sort of "game piece" for something?? Just my 1st thought, I don't know why...?? ;-) :-)
