doesn't look like a drill chuck on the end. More like a hand crank plumbers snake fitting.
Never considered that, it's 12" long. and has the forward and reverse lock on it.
Looks like the handle with the slide shifter would separate from the crank handle?? I'm guessing the end of the crank handle has 2 tabs that align with the slots in the chuck of the shifter handle. Does the chuck at the end of the crank handle seem to loosen/tighten by turning the collar? Or by pushing/pulling from the shank? Seems like a cross between a brace and a ratchet screwdriver. I've seen light duty braces similar to that in youth tool kits, but not with the slide shifter.
lptools - when I blew the image up it looks like a push pull type fitting. I see no threads for twist but everything is right for push pull. The plumber snake came to mind because this type crank was used on up to inch and a half drain pipe lines.

Looks like a speed wrench found in an old socket set.
