Please help me identify this light. It has a bracket . Green bubbled glass. It hangs horizontally. What is it used for and should I get an electrician to fix wiring?

These were made by a number of companies and I see ads for them in novelty ads from the 30's to 1950's while they were still making them. The bigger catalogs sold these at the time also.
