Mid Century Japan Souvenir Piece.

My Great Uncle was in the service he toted this home from Japan in the mid to late 1950’s.
I know it’s a souvenir piece that was made for tourist. I don’t know the maker? It has a strange
Dragon symbol on the bottom, also a bell with the letters NK or NH? Any help or suggestions would be greatly appreciated. I’m not concerned with the value if any.
