CERA railway (or railway museum/organization?) men's tie clip

I haven't yet really discovered what the CERA indicates with this otherwise old railway 'commuter train car' (or at least that's what I think it looks like?) on this men's tie clip. Quick Google searches return a couple of current short-line freight railroads that'd fit the acronym, somehow I doubt this is an item related to either one.

It measures about 1-3/4" long total, and its only marking on the back is "GOLD FILLED". (pic 2)

Anybody have a clue to what this tie clip is really meant to commemorate??
