That would the the Leyland Pipe Truck and this is the later version that says "Ergonomic Cab" on the base. Parts of this model were used on other castings.
The Pipe Truck was first introduced in 1966 and sold through 1972. In 1970 it became a Superfast and in 1971 the pipes were molded in a tasteful yellow color. Which luckily this one does not have. The box is the F style which was used in 1968 and 1969. They tended to use the leftover E Boxes for models that had been sold in those so likely this is from 1969 but possibly also 1968.
Now for the exciting feature of the Pipe Truck it is the pipes. They interlock so they can be laid in to end just like real pipes. I brought in the Dodge Crane from 2 weeks ago and an excavator perfect for digging a trench for the pipes. Got some major teamwork going on there.
