I have a few of these that were handed down to me from my Grandmother. There’s no mark, and I think they are bone china, but I’m not sure. The pattern looks to be painted and shows wear. Has anyone seen this pattern or know anything about who may have made them?

I can't tell you who made it but I might offer some insight from my experience. I would think this plate is a reject or test plate. The design runs off the plate and up on the lip. The designs on the lip run over onto the plate. That isn't normal. I have an Iva Lure on my page here that was a pattern test plate that Iva Lure rejected and a German company accepted and used. The only reason I kept the Iva Lure is because it has another oddity. The pattern designer signed the plate on the front. You could try asking replacements.com to identify the pattern but being it doesn't have a water mark you have an uphill battle ahead. Good luck.
