Using my expertise in western alpha numerics I was able to determine this plaque is from 1957. As is usual for these plaques it is appreciation plaque. In this case for the Onward For God Country program. It is about 9 1/2" x 6 1/2". These were usually given to adults who did something worthy of appreciation.
The art on this is in style of Norman Rockwell but I do not believe it is his. Although the George Washington in the background looks like his but probably isn't. It is fine artwork which evokes mom, baseball, apple pie and hot dogs.
It is made to sit on a mantle as seen in figure 3. But there is also hole for mounting it on the wall. See figure 4.
Speaking of figure 4 that is my entire plaque collection which is up to a nice even 9. Even as in 3x3.
With luck next week will be an Eagle Scout uniform.
