This is a "slide handle nail puller", otherwise used to UN-nail things.

This one is "MADE IN U.S.A. by REX and is slightly different than the one explained in that (not mine!) YouTube video, in that it doesn't have the 'pinch point'. Its cast iron handle still moves freely, but the jaw mechanism would need some oil and exercise to get freed up ifn's I ever find a need to actually *use* this thing myself...?? <lol>

I'm also guessing this is an older example than the one in the video, but certainly don't know that for sure.
