Hello, Does anyone know what this 2 piece clamp assembly would be used for? The guy I got it from said it may have a military application? Another guess would be for a bench or bar clamp, but I don't think that's it.
Looking at both photos I would have to guess it is a specialty milling machine vice.

First thought is ....because it has dogs on the bottom, maybe it's a woodworkers clamp for a wood working table? With the bench dogs, it wouldn't move and would have good clamping force. The right side reminds me of the vertical clamp on the fence of my 12 inch miter saw.
My other thought was... I used to work as an assembly mechanic building industrial assembly lines when I was younger. The pieces remind me of a motor adjustment plate that you would weld on to the motor mount. You would use the screw Jack to take up slack in the belt or chain and then you would tighten the motor plate back down.

I agree. The curious Thing for me is that it doesn't have mounting holes. That's why I had the theory did it sat on top of a table and could be moved and adjusted for different sizes
dav2no1 Milling machines have holes and grooves to accommodate different attachments as they are needed depending on the application. I have similar smaller ones that are made to mount in the table of my drill press.
I think we're on the right track. Possibly used as a jig setup, on a welding table? I did see a photo of a welding table with equally spaced holes, I will try to post a link.
