I thought that this was a more typical kind of RR pass, but realized it is a special document made for a Civil War Soldiers' Re-Union in Des Moines, Iowa. It details special conditions to be met and also dates of August 31st and September 1st, 1870
It appears to be issued by the State of Iowa Adjutant General's office.
Neat reunion item!
