Found this with metal detector buried 8" down 20' off tracks, is this a wheel or a pulley? Thanks for any info.

Well you're really not giving us any information. How big is the wheel? How come you only have one picture instead of four?
Just looking my guess is it's a pulley wheel.
Certainly looks like a pulley for a fan belt. One thing is sure it is old, they don't put grease cups on them anymore as far as I know.
The short answer is **YES**, it IS a "wheel or pulley". ;-) ;-) ;-) ;-) ;-)
What/where it came from, esp if unburied anywhere around a railroad or industrial facility, will probably remain a toss up. If its outer surface is flat (vs. grooved somehow?) it might have been some kind of flat-belt pulley for some old machine...exactly what that was, who knows...??
Oh, and I'd hang it on my wall too, probably outside in the 'rust garden'...?
:-) :-) :-)
If this was found next to a railway line it could well be for the wires used to change points and signal in the days when it was done mechanically. Have seen it often back in the day when I used to travel on the railways.
