Fragonard brooch

I go to this lovely thing at a charity shop from the ‘one dollar item box’ and was wondering about its origin ever sense. The image also has a ‘Fragonard’ signature, so I believe the image to be a transfer of one of Fragonard’s works. I don’t really have much knowledge or experience in the area of vintage jewellery (if this is one), so I am asking for somebody advice/insight on it. Any information would be greatly appreciated.
