Thanks for your comment and it looks like you might be right! My father (now deceased) always thought it was tobacco related with the glass jar used for mixing and the included sheaved blade for cutting the leaf. What looks like a small snuff box was also with the item. Interesting that tea was considered expensive enough to keep under lock & key. It was brought to Sydney by his grandfather from the UK :)
