Could be wrong but looks like a International starter switch?

That does look something like NIEHOFF but definitely not the same.
I have another competitors product and it does list applications
BUT it also is "not the same" But closer than the international idea.

Lot of old trucks etc. had a foot operated started switch.

or a starer switch like my old 55 Chevy truck had on top of the starter that the starter foot pedal would strike to turn it over.... come on baby...lol
Hi & Lo should have 2 terminals.
this does it a ground on the other side ....at least most have two..
