I want to know more about this knife.

Hello. I'm a student living in Korea.
I found this metal knife while cleaning my kitchen. I guess its letter opener.
Its quite sharp but not as kitchen knife and has dull tip.
It has a cursive carving on it but can't read it... I think it's starting with letter A.
And there is also 3 arrows pointing down on each side of the knife as in the picture, but I don't know what it means...
Does anybody know about it? Thanks!
