This isn't 'vintage' at all really, in fact it was a gift I myself purchased new for a now late friend around 20yrs ago and have recently re-inherited. Little did I know then that, now, I'd have a bathroom window surrounded by original 1950's tile of very nearly the same shade of light/aqua green as its perimeter panels, where it couldn't match/accent the room any better?!! :-) :-) :-)
In a simple oak frame with chain hanger, it measures about 15" x 16-1/4". The light green color glass (that admittedly doesn't show very well in these pics) is opaque, framing darker green patterned translucent glass and a clear beveled glass center panel with a floral motif etched into its backside. There is nifty decorative leading around that, too! The last pic here shows its backside.
Oh and yes, that *is* what y'all might think it is serving as the rest of my 'window dressing', but I've shown all those already... ;-)

Another craft I was in to back a few decades ago....stained glass work! Whoever made your piece was very good at leading to have made that ‘scalloped’ edge. I’ve never seen that done .I’m sure it’s beautiful hanging in you window!!
