      Why limit it to a railroad? The same design hat was worn by bus drivers, cab drivers, door men, valets, bell boys, subway employees etc. etc.

      Or it could be his cab number, subway number, bus number or route number.

      Agree with fhrjr2.

      More than likely one of those mentioned and not a RR. I'd expect a railroad to have a railway/ job insignia on the cap or on the side buttons.
