Can't read the full name on the bottom, but appears to be from Quebec area. Also not sure, but could possibly be a loon, duck or gannet?

She's is from ST-JEAN PORT-JOLI, Quebec Canada.

There is a Madame Belanger in a 1929 Quebec newspaper, can that ^^ be THAT old?? The stamp on the bottom is throwing me off, but that name is very unusual! (Her husband's name is Raoul!) They did have stamps back in '29...
Nice find! The first part was throwing me off on searches. There is a lady with similar name that passed in 2017. I've been busy out buying for our etsy store, so haven’t had time to research this little bird. It's very detailed for it's size.
Now that we have a name, we can try and date it...
