1960's San Francisco VIETNAM HAS WON Hand Painted Protest Flag

This is another special item and companion of the San Francisco Policeman's 1960's Protest salvage Thunderbird flag I posted yesterday. This one of a kind, hand painted flag is 31 x 36". I do not quite understand the graphic - is it the Tree of Life made with the colors of the Vietnamese Flag? Any thoughts would be appreciated.
