      It is Minerva head for sterling silver, France.
      The mark in lozenge (cartouche) is maker`s mark but unfortunately the first letter of his initials cannot be seen. The mark must be on both items, if you manage to decipher both letters let us know.

      Hello ivan thanks a lot for the help this pair is not a match, I just put them together as I got them together, the fork has a mark on the reverse side to the French mark you describe, seems faint tho. Great help as always thx
