    It is an italian paper welder.
    Under the handle reads: PAPERINA World Patent.
    And Paperina made in Italy.
    It was in our 'inherited' office.

    In the last picture you can see the crimping, it is tiny. Under 1in long,

      Hi, This is a paper embosser. Look at the marks under a magnifying glass and you may see some letters. Darken the embossing by lightly rubbing the side of the lead of a wooden pencil over just the tops of the embossing, a number 1 pencil works best if you have one lying around. I bet it will be a person's name, or the firm's name.

      Thanks Convair, but no name, only the little stripes. I'm thinking it could be missing a piece. When I get to the office on Monday I will take a closer look, now that I know what it could be.

      LOL...so I have a bit of Disneyana?

      Such an 'important' tool for flattening staples...hmmm I will try it on one and let you know.

      Well, it does flatten the staples, but they have to be at the very edge of the paper.
      I will mark it solved, but I'm not convinced...lol

      Hi There,
      I have the identical embosser/punch. Do not know what it is for but it joins paper very well. I guess it could very well be a staple-less stapler.

      Just solved the mystery. The item is a paper welder. Go to http://www.officemuseum.com where you can see an identical one.
