I love this but have no idea what it is made of or the manufacturer. Can anyone decipher the name? Looks like "Pepper" to me.

To me it looks like "S.P. Pepper."
On that basis, I did a spot of Googling and found a Yelp review of the Sherlock Holmes Museum (London, UK) by a "Robin Z", who describes buying a bronze paperweight there that was made by an "S.R. Pepper" (link to the Yelp review below -- you'll have to scroll down a bit). If you look at the accompanying photo, you'll see that it is surely by the same sculptor as yours. (I don't know if Robin Z was right about the initials or just took a guess at them... to me the initials look more like S.P., but who knows?)

I also took a boo at the online shop of the Sherlock Holmes museum. While it doesn't have either paperweight in their shop listings at the moment, they do have a bust of Sherlock Holmes, made of "the finest resin coated in bronze". The photos don't show the back, so if the Pepper name is engraved, we can't tell. However, I think it may possibly be by the same person, judging by the lettering on it.
