I came across this today, never seen one before. I can not see a makers name, and I have no idea what it is. I thought maybe one of you ROD's might have seen or used something like this before.

Wow, what an INTERESTING thing that is, no matter what it really is -- I'm looking forward to finding out, also what everybody might guess in the meanwhile?! To start with 'irreverent idea #1', IF it was shiny chrome plated I'd nearly guess it was some kinda kinky sex-toy device, but it isn't, so it must have a rather more 'pedestrian' application...? <giggle>
Seriously, are the pairs of plier-jaws springloaded either way, and do they actually open or close when the halves of the thing are screwed together with the crank handle?
Not spring loaded, yes they open and close depending on which way you crank. You might be right about the sex toy, it could look this way after a great deal of use.

A very cleverly designed tool called a crab laster and used by shoemakers to pull an upper onto a forming last. The jaws grip the leather at each side and draws the upper onto the last as the handle is turned.
