Hello: It measures 5" long. You can squeeze it and it bounces back. I've never seen one before, but I am certain one you gentlemen have. Hoping to be enlightened.

It looks like a "hand vise" -- used in all sorts of trades and applications to hold onto smaller things for lots of reasons?!!
Would you use it if you were a welder?
Quite possibly ODA -- it'd perform a function similar to how welders also use vise-grip pliers, to temporarily hold something(s) together. Vise-grips are easier and faster for that though, hand vises might be more suited to gripping things for slightly more precise kinds of work. See also 'pin vise' (at the googles or wherever) which is another of the same kinda thing but meant to hold onto round things instead of flat ones.

Or to put it another way maybe, this would usually be used to clamp onto things too small to otherwise hold with your hand safely, while doing something else to those things. (cutting, or drilling holes, or ??) Clear as mud, now?? <lol>

Glad I didn't post, I thought it was a GM coil spring positioning tool. You would need two of them to set the spring properly.
