Hello. Please help me identify this object. I believe it has something to do with joining two chains together, maybe for a prisoner chain gang. The Securitas inscription may be an old company name in France, because I found that the letters P. V. & F. and Brevete SGDG signify some type of French patent pending status for products. Other than that, I have not been able to find a photo of another object just like this or similar on the internet. What is it? Is it rare? Would it be highly collectible? Thanks!

Breveté SGDG was a French type of patent that ceased to exist in 1968. The name was a common abbreviation for "Breveté Sans Garantie Du Gouvernement“ (patent without government guarantees).
Securitas is the market leader in security services in France, with approximately 20,000 employees.

The term 'PV' in French stands for 'Procès Verbal', which, in relation to Road Traffic Regulations, may be loosely translated by “fine” or “ticket”.

I like the waist buckle idea. I'm just still surprised that it is such a mystery and that there are no other examples online. Maybe it is a prototype that was issued a temporary patent but never went to market.
Chain gang locks are well know are very robust. The device shown would not be capable of adequately securing the chains. See: https://www.bidnow.us/lots/39301
I'm guessing it may be for locking mail bags or similar.
