Reminded me at first of the Austrian eagle on it's flag. But, a google of the flag shows not quite right. It's so familiar. And what a great find!

I think it is a condor and from the Andes. Probably Peru.

Have you checked Italy? Certainly looks close to symbols out of the fascist regime there pre/ during WW2.
If you know the unit of your grandfather, you can research where he served/ fought.

Just a thought but the German eagle symbol/motif I think the head’s turned the other way. Also, if you notice the talons on this example they’re more rounded and wide and they remind me of Columbian/pre-Columbian images in a way. I think ho2cultcha could be onto something. Imho. It’s a nice piece.
