I'm not sure what this is paperweight/holder? The is image is the Monitor/Merrimac found on postcards around 1910. I found Bosselman paperweights very similar. the impressions on the face appear to a holder of some sort. a souvenir of some sort?
    Any Ideas?

Hmm to me it looks like an ash tray or pen holder but I could be completely wrong. Very cool piece.

      Does it come apart/open?
Does that hole go all the way thru?
Is it hollow inside or solid?

Added a new picture, if that helps

Does it come apart/open? no, just a solid piece.
Does that hole go all the way thru? goes thru and don't see any thread marks as if there was a screw or bolt used.
Is it hollow inside or solid? just two formed depression. one as a tray for say "toothpicks" and other more rectangular with the hole on the left side but on the center of the piece.

Some kind of skill game, maybe??? Put a bb in the depression (like cannon ball from the Merrimack or Monitor), tilt it around till the bb falls thru the hole????
Whatever it is, it’s perplexing. :-)

I thought it was a soap dish..probably a paper weight

Maybe that hole held a small American flag and the thing is a paperweight. Maybe souvenir.

I'll add my guess as a desk pen holder, now missing the actual 'socket/holder' part that would have fastened to it through the small hole...???
