Help identifying "Victorian"/"Edwardian" Clip or Clamp

I am trying to identify exactly what this object is. It is a silver (not sterling), no marking at all, spring/hinged clip or clamp. It is heavy & approx 2" L & 1" at its high point. It has a tiny ring on 1 handle as if to hold a chain. It doesn't seem to be a paper clamp or clip. I've thought maybe a clamp for clothing of some sort, maybe a scarf? I can't find any similar object using a number of search terms. I've even asked a friend who specializes in this area & she has no idea what it is. It's very decorative, but if anyone can help identify its purpose or time period, I'd really appreciate it.
