Here a hand made I'm not sure looks like it's for a boat .the base it's on come off with a slide lock it has tie down on boat side it you have any idea let me know

Will u post a pic with it taken apart? A closeup of the parts you describe would be helpful.
What is on the backside of the base? Any kind of hanger?

Is it a suit jacket holder?
I’m thinking along the same line as Gillian.
It’s probably meant to be affixed to the wall and a suit jacket hung on it.
In my wildest imagination, I can’t see a boat in this item.
Yes I see that but it has tie downs on side like one you would see on a boat to tie off a Sal
Maybe there tie holders ? Sure looks like it was made for a boat maybe a suit holder made for a boat cabin?
I enlarged the first photo and there is a cleat (tie down) on the right hand side on the piece of wood that's on the floor. The upright piece has a definite bow, so not so good to hang a jacket on?
As far as a boat is concerned, there's no hardware to attach rigging, or a sail.

How about a flagpole/holder?? (I'm not sure about the boat thing either, but...??)
