Bought this at an estate sale this weekend. I think it is a paperweight from the S. S. MONTROSE I think it’s Canadian Ocean Liner from 1897. Does anyone know if I am correct calling it a paperweight.? Do I have the right ship?

Great ship anchor, with all the loops perhaps it could have a tool function (someone here should know)
