Alright, Can anyone tell me what I'm looking at? It has a Made in China label on back. The image is clearly of an archer and the writing is likely Mandarin due to its country of origin. I cannot tell whether it is ink or scratched natural after it was stained. It has 2 coins or something hanging from a rod below the "picture". I think the writing on the frame is either a description or the signature of the artist. Can anyone help me out? I'm stumped

Someone told me it is an opium scale that has been framed. Is it old? does that look like an artist signature on the frame?
