I think that's what these are - finger puppets. Not positive though. Great faces, i think. A damsel with fetal alcohol syndrome, Shrek, and a monkey who looks like homer simpson.

All relatives on my ex's side of the family, that isn't a monkey it is her brother.
I believe the top figure with the polka-dot scarf around his head is Hyottoko, a comic folk figure in Japan. There's a Wikipedia piece about him here:

As you see, usually the scarf around his head is white with blue dots -- that's how I recognized him. Well, that and the drolly puckered mouth and googly eyes ;)
As these are clearly a set, that suggests the other two are Japanese as well. I think the green face with the little horns is an "oni", an ogre or demon in Japanese lore. (Not so far off from Shrek!). Again, Wikipedia says the oni are mainly red, blue and green in colour:

So that leaves the monkey. And sometimes a monkey is just a monkey :) Or perhaps the set was made for the Year of the Monkey?
Anyway, they are very distinctive and cute! Sweet find!
