Found in old sewing kit

German iron cross, but the figure of a little person is a mystery to me. Have not found any related images or information about it. Would like to know what it means and if it is a collectable worth saving. My research only tells me about the metals awarded for service in military. Can anyone help me or have info as to wher eto ask.
