This tool is 10 1/2" in length, and the mouth opens to 1 1/2". I thought it might be used by a Blacksmith to pull nails out of horse shoes.

Antique Utica fencing pliers. These were before parrot bill pliers came along. Could date from 1800's. Not terribly valuable because there are lots of them around and nobody uses them anymore.

Agreeing -- they're fence pliers, made to work with fence wire (twisting, cutting) and the staples that often fasten it to wood posts.
